    Governor John Kasich signed Executive Order 2012-02K, creating the Governor’s Office of Workforce Transformation and the Governor’s Executive Workforce Board, on February 9, 2012.

    The order creates the office and board mentioned above and also appoints an executive director to oversee the Office of Workforce Transformation (OWT).

    The Order tasks the OWT with coordinating and streamlining the workforce development functions of the state. Specifically, the order directs the OWT to:

    •  Coordinate and align workforce policies, programs, and resources across state government;
    • Determine the best deployment of state and federal workforce resources and direct how those resources are used;
    • Establish and effective state and local workforce data collection system as well as performance measures;
    • Review federal laws and rules that limit state discretion over the use of federal workforce funds and recommend changes to pursue with federal officials, and;
    • Convene and lead and interagency team of representatives made up of staff from Cabinet Agencies,
    • Boards and Commissions that will provide information and input to support OWT.

    Governor Kasich appointed Rich Frederick Executive Director of the new OWT.  In a recent meeting with Director Frederick, he explained that the OWT has proposed a new structure to “triage”workforce development needs. The new system has a single point of entry for those looking for training or skilled employees, and distills the state’s 70+ workforce development programs into two categories – those that serve individuals and those that serve businesses. The OWT will act as the coordinator of this new system and implement and track the metrics used to determine success of the program.

    In addition, Executive Order 2012-02K eliminates the current “Governor’s Workforce Policy Advisory Board,” and replaces it with the “Governor’s Executive Workforce Board.” The Governor created this board to advise the Governor and OWT on the implementation and continuous improvement of the state’s new workforce development model. The board’s powers and duties include reviewing data, recommending procedures to improve programs, providing guidance on funding levels for programs, and any other duties requested by the Governor and OWT. The board is made up of up-to 29 members and will include businesses, experts, and customers of the workforce development system.

    Executive Order 2012-02K took effect immediately upon signature and the OWT is already at work to implement many of its tasks.

    Thirty one Fairfield Career Center carpentry graduates and one current student volunteered to help the Extreme Makeover Home Edition team build a house for a Columbus family, they volunteered over 200 man hours for the project.

    The Extreme Makeover Home Edition show is about giving back and bringing neighbors togetherundefinedone environmentally friendly brick at a time. It’s a race against time on a project that would normally span several months, involving a team of designers, contractors and hundreds of workers who all have just seven days to totally rebuild an entire house! This is a great opportunity for the Eastland-Fairfield carpentry students and graduates to put their skills to work and give back. “It was the experience of a lifetime” David Barnett Class of 2011.
